Making biodiesel in is relatively easy. Making biodiesel to pass the ASTM quality test is much more difficult. Biodiesel producers face a wide range of feedstocks. Lower quality feed stocks cost less and potentially provide more profit - but there are challenges to making the fuel consistently.
